I'm sure we all remember the early days when we had to haul green engrams back to the Cryptatch. At some point, when you rank up your Cryptarchaeology rep, you (or your Ghost, I guess. I dunno...) get the ability to decrypt greenies on the fly. I'm proposing that we get the same ability for blue engrams that we pick up, once we pass a certain landmark in our CA rep. As always, legendary and exotic engrams will need Master Rahool's assistance, and the Postmaster will be there to catch anything we miss, for instance, engrams left behind between strike/raid transition zones. Edit: just decrypted a Thunderlord from a blue engram that was higher light level. THIS is why I hate dismantling engrams.
