Most people have experienced it: you use that weapon you think will finally be able to throw off the hardscopers, but when you finally get to landing those precision shots, the guy still manages to OHK you while under fire.
I believe that the current flinch from weapons with explosive rounds or high caliber rounds needs to be the normal flinch when using any primary to attack someone. People using exp. or HC rounds should then have an even greater flinch applied to their primaries.

Higher impact = higher flinch, either that or add sway. I vote sway, will put an end to snipers being used as shotguns too.
