Public Event and Patrol Changes

How to improve Public Events [spoiler]Since HoW dropped, public events are considerably less useful and commonly feel like a nuisance. Patrols feel less populated since TTK and some Public Events may be difficult to do alone, especially "Kill the Target" ones. Since early on, players have tracked Public Events using 3rd party websites. To help improve Public Events, I think we need more flavor. We already receive patrol missions via radio comms from tower. So, why not include comm chatter as a way to broadcast Public Events that are currently occuring? Imagine this: *Guardian sees a Public Event and starts it* That Guardian hears "Tower to Field, report received, requesting support now." Other Guardians on the same planet hear "Tower to Field, be aware, we have [Public Event type] in [Location]. All nearby Fireteams, please respond." The comm chatter would only be some voice acting. I realize with how instancing works, this may require bigger changes. The simplest solution would be for the game to search for patrol zones that neighbor the zone with the appropriate number of fireteams to fill up the Public Event. If previous actors are unavailable, a new "dispatch" character could be introduced. The payoffs would be more realism and immersion, as well as better player traffic control from a design perspective.[/spoiler] How to improve Patrol [spoiler]Patrols currently offer small rewards for small tasks, which is why many choose to do other things with downtime between Raids, Strikes, and Crucible. My suggestion is to use Public Events to create more regulated player movement so Patrol feels alive. To do that, Public Events should be part of the path . The existing color theme could be used with Patrol Beacons. The green beacons are right where they need to be. I'd recommend adding blue and even purple beacons. What if completing a Public Event upgraded that zones beacons? Green beacons would turn blue, blue beacons would turn purple. Unlike a green beacon, a blue beacon would require multiple tasks. The third task would be to defeat a player-generated Public Event that spawns in a different neighboring zone. This creates a dynamic where players are moving through the Patrol map, completing Public Events to unlock better patrol beacoms in a zone, taking those missions, and moving to another zone, all while attracting nearby players with the comm chatter.[/spoiler] How to improve Rewards for Patrol [spoiler]Rewards are always important. Since Public Events are incentivized by making patrol beacons upgrade to higher color levels, those color levels have to pay off. My recommendation would be to make Patrol Specific loot that varies from planet to planet. Similar to Strike Specific Loot, but instead a full set of gear thematically linked to the Patrol. Cosmodrome loot would be designed around Golden Age Russian soldiers and the weapons you would expect them to use (I'd personally like to see some guns similar to khvostov). Moon loot would look like alternate designs for Crota-gear (and could be mixed and matched to tweak your look if Crota gear is ever brought forward). Venus loot would look similar to VoG designs, but modified by the Ishtar Collective Mars loot would look be designed around Pre-war Clovis Bray creations and Suros designs (but avoiding overlap with the Post-Collapse Suros designs).[/spoiler] How to improve Perks and Engrams [spoiler]Strike Specific Loot is appealing because it's loot you choose to pursue, which is part of what made exotic drops feel great before 3 of Coins. Player need more agency in acquiring what they want. Sublime Engrams are a great example of how all engrams could work. Sublime Engrams always decrypt into the same set of gear, meaning you vaguely know what you are getting when you get one. If Legendary Engrams had sub-varieties, they could allow the player to grind certain activities for a smaller table of drops. For example, if all legendary engram drops during a strike were "Mars Strike Engram" or "Cosmodrome Strike Engram", then they would only decrypt into Strike Specifc Loot. This could be applied to all activities. We'd have Vendor items, Strike sets, Patrol sets, Crucible sets, etc. We already have raid sets and PoE sets, but they could also be worked into this specific engram system. This would also allow for huge cosmetic diversity as well. We could also incorporate the innate perk system from raid weapons into all legendaries. If the first perk on a weapon is guaranteed, then people can hunt desired perks with more precision. Because the specific loot engrams make acquiring certain weapons more intuitive, the set perk makes gaining meaningful loot even more straghtforward. The perks used for presetting should be the ones most sought after for those activities. For example, "Crowd Control" is popular in PvE, but not so much in PvP. Let it be a preset perk on one of the Patrol sets or something similar.[/spoiler]
