EDIT: User PheonixPowers pointed out that this may be the player utilizing the "Level-up Exploit" to instantly have full Super energy.

Hi, Levelling up causes you to gain your super immediately. He's currently at 38 (where you took the video mean he's at 37) After he spawn he handed in complete bounties to gain XP until he level up so that his super instantly filled. I saw a few other YouTube like this. [spoiler]He's using a dick move until lvl 40[/spoiler]

He's level 38, he could have popped a quest to lvl up in match and boom instant super, might be what happened
