Sunburner door codes aren't dropping
Made a fire team with a pair of friends to patrol the dreadnought. We went through the missions for opening the Cabal Sunburner Door on the ledge near the crashed ship. However, after completing it a total of 4 times, one of my friends never had the security pass-key to open the chest drop from the Cabal VIP Cayde has you kill. Did his game just bug out, or is this a known glitch? It should be said that he was the only one with this very frustrating problem in the fireteam, and was present or responsible when the VIP died. Any help is appreciated.

*edit* He was getting drops, but they were out of order. He got the item used to start the mission for the door key multiple times from the VIP that should drop the key itself.
