Prison of Elders Chest Loot Table
I know that the new update got rid of the Elder Ciphers and put those weapons in the big chest at the end, but do you have to beat Skolas at lvl 35 to get the chance for the drops or is it for all levels?

After you beat a level 34 or 35 boss. You have a chance to receive it at the loot chest at the end.
