Attack determines the percent of damage done to enemies. The same as light levels, if your attack/10 is greater or equal to the level of the enemy you do 100% damage. However if your attack/10 is [i]lower[/i] than the level of your enemy, you begin to do reduced damage. Using a 242 weapon on a level 30 enemy will do reduced damage. However unlike light levels, regardless of how low the attack of any weapon is, it will never do 0% damage.

As long as the guns atk attribute is higher than the enemies level, only impact and range modifiers determine actual damage.

It's more of a guideline on what weapons to use where. The first two numbers are the highest effective level for the gun to kill. Example 331 would do max damage against a 33 Whereas a 10 with the same impact would do less starting at a lv11 enemy. 276 - lv 27 max damage, higher will cause damage to fall off.

This is incorrect. A 331 weapon will do more damage than the exact same weapon at 319 to a level 30 enemy.

A 319 won't do the same damage to a 33 enemy tho.

That's exactly what I've just said. Level 30 or level 33 enemies. 331 will do more damage than a 319 to BOTH. The OP claims a 319 and a 331 will do the same damage to a level 30 enemy. Not true.
