It applies to raids only. You get one drop per week [i]PER CHARACTER[/i] you have that is raid ready. So you have a chance to get 3 drops a week.

I did...... Why do I even ask question on here anymore? All I run into are trolls and people who don't want to think critically. I was simply asking, and hoping for a response from a mod or perhaps someone with a reference to where they say it didn't apply to raids, but I should have known there would only be conjecture. Thank you for your input.
