It's honestly too late to add beards. Bungie has already decided not to make any significant changes.
Only minor tweaks.

Beta result changes were discussed in the 8/1/14 Bungie weekly update.

Yes And they explicitly said that other changes could be made. So unless they were explicitly lying I believe they could add beards.

They said "significant gameplay changes". Cosmetics such as beards are not gameplay changes.
