I do believe scout rifle should do less damage. In the older games the precision weapons were King but now the best way to go is always auto rifle. There is literally no point to grab either the scout or the hand cannon. Te scout is useable from what I can tell but it's nowhere near as good as the auto rifle. Just a small tweak no nerfs. Just makes the guns balanced and useable instead of everyone trying to get the bet possible auto-rifle.
