The time scale was chosen to allow for space faring tech to be sufficiently developed and provide a time for significant travel to happen with sub-luminal speeds. While there are seeds of FTL travel scattered here and there, it's not enough for me to be able to back up a claim that such a thing would be developed.

absolutely. hell i wouldn't even rule out FTL travel. my post was designed to combat the people who like to say "of course we'll do it, we've done so much so far!"

I know. I wasn't criticizing that, just explaining why I chose what I chose. 3000 was long enough to have [i]something[/i] happen, but 5000 would leave the door far too open I think.

I wasn't exactly saying you can extrapolate what would happen over a period like that. Just that it was a sufficiently long period for any number of (physically possible) things to happen(again on a human scale). Making a denial that something would happen be just as arbitrary as an affirmation that it would.
