I'm quite sure ya have to be in a fire team to actually share the random missions you find.

I believe that when I opted for a random mission from a beacon that stated "kill enemies" or "collect these items" that non-fireteam folks wandering around actually contributed to the percentage of kills and items collected, so they do participate. However, no idea if the mission pops up for them specifically.
