In a video interview with GameInformer, Bungie’s Ryan Ellis revealed the shift in Destiny’s perspective.
“We actually were at one point third-person only,” the technical art director said, but “We wanted to make a kick-ass action game, and we decided first-person was the right place to do that.”
Destiny is now a first-person shooter, and unlike The Elder Scrolls or Fallout games, for example, doesn’t let you shift back and forth at will. There will still be opportunities to see characters in third-person, though.
“There is some third-person elements in the game still. That’s important for gameplay, and to show off your cool moves and the cool armour you get,” Ellis said.

I definitely would have preferred being able to switch. In fact, seeing some of the special abilities used in the trailed made it seem like that was possible (which was a bit misleading). But at this point it'd be too much work to change this so whatever.

The switch to first was probably a good idea.

I knew it, even Halo was supposed to be RTS, then TPS, then FPS, because FPS is where everything get close and personal
