Why are you playing games with Google Chrome and Windows Media Player up? If you want to listen to music, use one of the other devices you own to play music. (I'm sure you have multiple. I think toasters can even play music now) There's also no reason to have Chrome up. If you want to browse the web while gaming on the PC, just use Steam. It has an in game web browser you can use.
Getting better hardware won't help with most of the lag issues with Halo 2 Vista. I have hardware that far exceeds anything that Halo 2 Vista would require to run at maximum yet I constantly get issues. It's just a bad game and you can't go off blaming someone's hardware for it.
I'd also like to mention that Halo 2 Vista on lowest graphical settings is the same as the Xbox version. In fact, it's better seeing as though you're most likely going to have it at a higher resolution than stretched 480p.
