See previous post. The numbers have been following ALL the castaways. You can find them scattered amongst many of the flashbacks. Hugo just seems to be the one who confronted them dead on. As to what they are.... many theories. If you look at the chapters they corrispond to in Genesis, you get some interesting allusions (lots of father/son/murder/land in the sea/burial ground/cave/misdirection). But you can make any number mean just about anything. I do find it interesting that Chapters 15 & 16 are about Abram. LOST was created by J.J. Abrams. Interesting.
