Can we still communicate with it? and if so, for how long?
Yes, but signals, if I remember correctly, take sixteen hours to travel to us. As for how long we'll be able to communicate with it, between 2025 and 2030, it'll no longer function.
Why is this?
If it's simple lack of power, it could potentially (very slim chance) cross another solar system eventually and start transmitting. That is, if it can send the signal in the right direction.
I'm not sure why it'll stop functioning.
Regarding it entering another system, It'll never start transmitting again, but it does contain the Golden Record.
It's powered by a RTG. Eventually, whatever radioactive isotope that it's using will decay to the point that it'll no longer produce a sufficient amount of energy to power the probe.
