It has been confirmed that they won't be playable in multiplayer (Competative, anyway), and that most people seem to translate that to being able to play as them in custom games. However with the amount of customization options invested into the Spartans I find there to be a low probability of the Sangheili being playable to any degree. I doubt they would have gone through the trouble to make stances suitable for the Elites in that customization option.
