I was wondering what felt 'off' about Halo 4's AI, and I think you just nailed it. They don't have personality, and adding to what you said it's also because of the small pool of animations - headshot a Sangheili and it will usually fall the same way, a charging Sangheili will always come at you with that same gait.
Maybe it was the same in the other games, but post-CE the ragdoll physics made sure every enemy died differently and it did feel like the AI had more life.
