In Glasslands and the Thursday War... I never got the impression that most Elites hated us. [Spoilers ahead] It was just Jul, Forze, a church (Servants of Abiding Truth), and other bored Elites who dislike Humans. The majority of keeps were neutral. Some of these guys have a preventative stance, like Jul. He sees us for what we are: an ever expanding (human) empire. I don't think Jul would have had a major issue with it... Except that the Humans have a reason to lash out. The Covenant (with Sangheili at the forefront) launched a geonicidal campaign against Humanity. Jul's not an idiot. Humanity has every right to lash out. Jul's predjudice is thinking that Humanity will eagerly follow that path. People like Vaz somewhat justify Jul's thinking. So no, I wouldn't say the majority of Elites are against Humanity.
