If you are only interested in Halsey and the Spartans you should read The Fall of Reach, Flood (fairly optional, you can easilly skip), First Strike, Ghosts of Onyx, Glasslands, and Thursday War. That takes you from the beginning of the Spartan project to just about Halo 4.
