If Bungie is looking to internally hire for localization, as opposed to farming/contracting it out (which stop me if I am wrong, but that is pretty much typical) then I would speculate that Bungie is going to have ongoing content that is going to require regular and updated localization.
If the content is going to be that dynamic and constantly increasing and being developed/shipped, then I would suspect that they would want their localization folks in-studio, especially since they are hiring for those tasks personally instead of contracting/farming it out to an agency or other external party.
In other words, they may like/prefer/want and even NEED their localization specialists to be involved in development and story/dialog choices in an ongoing and collaborative realtime manner.
Of course that is me using my consultant-speak to speculate wildly. I certainly don't know anything, but if they are hiring internally for something that is more easily (and cheaply) outsourced, I would imagine they are doing so for a very serious reason.
