Do you think the Arbiter will be in any of the future Halo games?
We haven't seen the arbiter since Halo 3. Do you guys think he'll come back in Halo 5 or 6 to fight the UNSC?

This makes me want to mess with a "The Dark Knight Rises" quote. The Master Chief: "We were in this together. And then, you were gone. And now this evil... rises. The 'Arbiter' must come back." The Arbiter: "What if he doesn't exist anymore?" The Master Chief: "He must." Its official, he's got to be in Halo 5 or 6. Master Chief said so.
