Why is this Brute so damn big?

Halo 4 Prologue 2:22 shows chief manhandling a giant Brute.... Obviously in game they weren't that big, but did 343i take the size of that brute from canon/legends? I remember reading somewhere that the average Brute size was 14 feet tall... Seems about right in that video, though I find it hard to believe that humanity fought apes that big. I don't remember which book, but there was a part where John took on a Brute his size and barely won, perhaps chieftains are just abnormally huge?

Even Grunts, the smallest of the them, are basically as large as we are, and even then, they are a hell of a lot stronger than we are.
It says on halopedia that the grunts are 5ft 6 average which is around the sizes of some humans, but that definitely has to be wrong unless it means that its 5ft 6 with armor so aren't they around 4ft without armor?
That's what I think, as their backpacks make them seem larger than they actually are. So if anything, Grunts are probably around 4ft and above without armour.
The Halo CE booklet had them at 5 feet.
But like my friend here asked, was that counting their backpacks?
