How come we only see them on Installation 05 and not anywhere else? Aren't they used to protect important facilities from The Flood/

Because Halo 4 is a reboot. Jk... Seriously though, notice how there's only 4 returning Covies and they're the same ones from CE. Also notice the emphasis on mystery: scanning the ship, huge -blam!- alien planet, the Didact's symbol, the Promethean surprise, the Didact. It's meant to be more similar to CE than Halo 2 and 3.
