I play PvE, and I really don't like what 2.1 did to shotguns. They're even less useful now, they somehow act heavier than snipers, and it feels like Bungie just ignored PvE when changing them. Honestly, I think that fusion rifles might be more effective than them. Anyways, I have an idea that might actually make them viable in PvE, without just doing a lazy damage increase.
-Undo most changes to handling and movement speed
-Spread out shotgun damage between more pellets
-Very slight reduction in base accuracy
This way, shotguns will have a harder time hitting smaller enemies (vandals, psions, guardians, etc.) but still easily damage larger enemies (minotaurs, colossi, ogres, etc.)
So, what do you guys think? I'd appreciate suggestions.

I feel like the rate of fire change in year 2 hurt pve shotguns more then anything.
