Drop rate has been increased I think they increased the drop rate by 100% but that doesnt mean youre 100% going to get it every time Gotta grind for it man

They did "fix it". https://www.bungie.net/7_Destiny-Hot-Fix--08112015/en/News/News?aid=13383 So think how bad it used to be ;) , just keep trying the Fist of crota mission , sparrow past all enemy's at start , kill the blade , if it doesn't drop , orbit and try again. It will eventually drop but like everything else in destiny it is Rng I'm afraid.
