This is now possible. The PvE god roll. It wasn't possible in HoW rerolling because both perks took up the same slot (as did Outlaw). I opened a vanguard package today and got a vanguard scout with this combo. Unfortunately, the middle tier is junk and the stability is bad (not Last Extremity bad, but still pretty bad). But I can't bring myself to dismantle it, because dude......it's -blam!-ing Firefly and Crowd Control on the same -blam!-ing gun! Sign in if you have this perk combo. I just hope your middle tier is better than mine, lol.
