I've said this elsewhere, but I think it is a good time to reiterate it: If you're happy with Destiny and what Bungie is doing with it, then by all means buy and pre-order to your heart's content. However, if you take issue with anything that is happening with Destiny, then pre-ordering will only encourage Bungie and Activision to continue doing those things that you don't like. As to there being a lack of reviews if too few people buy the content, there would be a greater benefit. If too few people buy this new DLC, it will force Bungie and Activision take certain actions to actually sell it, rather than just putting it out and expecting uninformed consumers to buy it. 1. They will have to give much more information about the DLC, to show people exactly what they're getting 2. They may have to lower the price of the DLC 3. They will have to add more content to it increase its value 4. They will have to take greater heed of the feedback that players give them, and implement changes that will bring players back The simple explaination is that when demand goes down, the price of a product or service must also go down, and in some cases the quality must increase as well. If it does not, the product or service simply becomes unsellable.
