Batman is in peak physical and mental condition. He is literally as good as a human being could get. But Chief is a supersoldier. He has surpassed peak physical condition. Batman probably has him slightly outwitted, but I still don't think that'll be enough. Batman would be a very formidable opponent for Chief, especially with prep time, but I'll give it to Chief mainly because he's a supersoldier.
