Bungie has been quiet on this. They promised skill-based matchmaking a couple months into the game's lifecycle. And now they never bring it up. I'm sick and tired of always being the best on the team, but still lose due to them all being terrible, and the other team having the best players in the world. I have enough "The Best Around" and "Alone at the Top" medals to sink the Titanic. When will Bungie actually implement this feature? The Crucible is fun, but it's not fun when I'm the only one on the team actually playing at my best. Bungie, where is skill-based matchmaking? I'm tired of losing with a bad team.
