I think so. There are so many legendaries in this game and yet they are so rare at the same time. My main reason for this idea is that there are very specific perks that I want on my legendaries. I have been going for a perfect judgment IV for so long. I've had 5-6 of them and never got the perks I wanted. Each Legendary can come with 100s of different roles. An exotic weapons perks never change. I wish they would implement something similar to the way they do the iron banner weapons and allow us to reroll them, or dramatically increase the drop rate for legendary engrams. Each week when you look at nightfalls and raids (considering you have three characters) you have around 15 fairly good chances at exotic drops. For me, I seem to get 4-5 exotics a week and maybe 1 new decent legendary a week. That seems out of proportion to me. It should be the other way around. Rant over.
