The one about the Vendors

Before we start talking about the vendors let me first compare them to a commercial. "I look around this room and I see nothing but untapped potential!" "You have potential!" "You have... Oh boy" If you wanna see the whole commercial than click this link -> http://youtu.be/hwVVbHJ_BfU Extended notes. Read if you dare. Sorry if it becomes redundant.
So let's get begin to understand the vendors a little better. As the name implies, a vendor promotes an exchange of goods and services for currency. For the most part all of the vendors do an okay job at selling (exchanging) goods for crucible/vanguard marks however apart from providing upgrade materials they don't provide any services. In my own opinion I feel this is a huge miss opportunity and really prevents the vendors from being a worth while investment. I mentioned vendors and investment in the same sentence. "Is that even possible?! Can a vendor be an investment?!" The reason I call them an investment is evident in the experience you use to level them with. Your experience is what your investing and your return comes in the form of a package containing anything from upgrade materials to weapons. The services a vendor provides is also reason to invest however only one vendor has a worth while service to invest in. This vendor is know as the Iron Banner. They provide a unique service that allows you to "re-roll" a legendary weapon you earned or bought through the Iron Banner. This is where the missed opportunities begin. EVERY vendor should provide this service. Weapons in the iron banner are arguably the best weapons in the game and have the ability to become even better with the option to "re-roll" them. Vendor weapons, while good, rely on random rolls that can make the gun amazing or mediocre at best. Let me show you an example. I own a shotgun called the Judgement VI. This shotgun has a reputation for having a decent range for its rate of fire. I managed to roll this shotgun with Kneepads, Field Scout, and Full Auto. Now let's compare this with a shotgun I received via the Iron Banner, Felwinters Lie. This shotgun has the highest range and impact of all shotguns in the game (correct me if I'm wrong) and has the ability to roll for Hammer Forged and Shot Package. This creates a shotgun with stats that are untouchable in terms of capabilities. The only shotgun with the ability to counter this beast of a combo is the Judgement VI with hammer forged with Shot Package and Hammer Forged however it's 1 in 100 chance. In my opinion this is a flawed system. So what am trying to get at? I am trying to show the system which most vendors operate under and provide a solution that solves the major issues of weapon imbalance and vendor imbalance.
The Problem: Vendors are lacking abilities which affect weapon balancing and provide a lack of services to make vendors a viable solution compared to Iron Banner. The Solution: Vendors need to provide a service such as reforging and also should provide rewards for crucible commendations to balance the system I am going to explain. Vendor Reforging: Vendors in the tower should provide a service to reforge weapons. My justification for this originates in iron banner with weapons such as Felwinters Lie and Efrideets Spear. I won't go into specifics but to balance out these extremes requires weapons of equal or just under equal quality. The vendors should provide this service in exchange for 1 crucible/vanguard commendation. How to balance this solution: Vendors should also sell exclusive items such as ships, sparrows, and shaders for 10 or so commendations to prevent people who want those specific items from reforging. This in combination with the package system would make it more difficult to do than iron banner but still give us the option to reforge vendor weapons. What do you, the players, think about this idea?
