The reason B would have been able to use PS+ only content before was most likely because A had activate the PS4 as their home console. You may want to check that that is still true.

Hmmm. Well you can try restoring licenses. This article can explain how. http://www.bungie.net/en/Help/Article/12181 Beyond that you may need to contact Sony. It appears that, for whatever reason, User B is being excluded from PS+ and only Sony would be able to address that.

Im having the same problem! I'll contact ps but ... I've other games than depend on ps+, such as resogun, that still work fine. Anything else?

I never did get it fix. We tried everything. Resetting the router, reactivating, doing a database rebuild on the system. I was the first call the guy heard of with it and there was nothing in their solution database. It really seems like a Destiny problem not a PS problem.
