I just used my hot spot to download the patch, disconnected from the hot spot and then reconnected with my regular ISP and guess what? I'm still getting the cattle error.
Not only am I bothered by the fact that this is the second patch this week that has still failed to solved the problem. But I wouldn't have even been able to download the patch in the first place had it not been for my available mobile hot spot connection since there is no other way to connect to the Bungie service.
Bungie, you have seriously dropped the ball here...

Trash that X BOX 1. I have NO issues with connecting on PS3 and better yet...on my PS4. X BOX just focuses mainly on media support. While PS4 on gaming. If u enjoy gaming rather than using the console for media purposes, switch to PS4 dude.

So, wait... you are able to establish a solid connection to the Bungie servers on your mobile hotspot. You are NOT able to establish a solid connection to the Bungie servers on your Home ISP. Somehow, I don't think the "cattle" problem is on Bungie's end. Perhaps you should be looking into possible issues with your home network?

Believe me, I am 100% positive that the issue is not with my home ISP. Everything Xbox, PC, PS4 etc works just fine. And furthermore, it is not my responsibility as a paying customer to troubleshoot a product that should have been working properly out of the box. I'm honestly starting to think that Bungie could soon have a class action lawsuit on their hands. Though they have probably already included a clause relieving them of any responsibility for this kind of a situation. "Purchase of this software does not guarantee online connectivity... blah blah blah... "
