Think I found the fix:
Also Soft Locked, but my pattern went.
Deliver Illicit Cargo Step -> wouldn't let me / no marker where to put them. Looked up video where to put them, still wouldn't let me.
Exit out to restart mission hoping that will fix on re-attempt.
Now I'm mission, no objective, unequip the powers, equip them, door wont open.
However, then i unequipped the buffs, exited, entered a new mission without them equipped, equipped them, then the door opened up... at least eventually, i sorta alt tabbed and came back in after a minute and the progression moved onto to "infiltrate" with open door.

Turns out if you sprint you instantly drop the cargo, and apparently I just always sprint all the time so i was never picking them up despite my thinking i was holding it. I had literally never seen holding it haha. A tooltip mentioning its dropped on sprint might help the gotta go fast players like me. However, the door not opening is just what happens if you exit the first mission early while tutorials are up and re-enter while already having the new powers equipped i think. Enter without them equipped and wait a little after equiping them.
