Should be the exotics and powerful cap gear. Thats the way it's always been for legend campaign.

Bungie said EoF would "get you raid ready" but that was a mega lie

There was no full set for completing the legendary campaign, not that I have found yet.

Dang, that sucks, if thats not there, whats even the incentive for completing it on legend? Just the exotics?
