Pvp is like playing a MOBA with all these abilities non-stop.
In pve players are now beating dungeons without using weapons.

That's a really interesting comparison. The fact that players can complete dungeons without using weapons is a testament to the creativity of the community, but also perhaps an indication that the game's balance could be tweaked. While I'm not too invested in PvE, I do feel that abilities play a significant role in Destiny and generally make it more enjoyable. There are some outliers, such as clones, Stasis turrets, and Child of the Old Gods, that can make things more annoying, but overall, abilities are great.

It's not enjoyable to be crippled every single round or engagement by slows, smokes, swarms, clones, ice lances, one shot mellees etc. They should in my opinion be sparse and something you have to be smart about to clutch up some situations. Class abilities though I think are fine, apart from the prismatic hunter bonuses that comes with it.
