You will not be banned just because you're logging into a different location. Bungie uses a lot more data than that to determine who is cheating and who isn't. You will be totally fine.
Also, the use of a VPN will not get you banned either.

Ok, if you’re absolutely sure it’s safe. I’m a D1 alpha vet and REALLY don’t want to lose 10 years of progress for an emblem and a title. I’m unaware how they detect recoveries and boosters so I wanted to be extra careful

Nobody knows for sure how Bungie detects cheaters, but they likely look for things like odd game behaviour (for example: someone constantly pulling 0.50 K/D in Crucible but 5.00 K/D during one weekend of Trials of Osiris and never being that good again). Yeah I’ve been reading through that thoroughly and it’s the vague wording that got me worried at all. “Account recoveries are when a player gives someone else access to their platform account and control of their Destiny characters.” This is the ban offense I’m worried about. If it wasn’t the hardest activity in the game and I just wanted to play Onslaught or something I wouldn’t be worried… I wish the policy for this was clearer. I appreciate the info though. Makes me feel a bit better

You will only be banned for an account recovery if you're doing it to gain an unfair advantage over other players (for example: letting someone else play on your account so your account can go flawless in Trials of Osiris). You will be fine.
