Ive heard of this to make it an evading stat but that brings it way out of line broken for all content, and would make general gameplay feel super inconsistent.

The higher your mobility, the more likely an enemy will will hit you for no damage while you’re moving. Only in PvE of course, but I feel like this would make it compete with Resilience. I still think Recovery needs to he more powerful but thats besides the point.
