Yeah, just started playing on Titan and noticed this. After a little testing it seems to only autoload once per equip, so to get it to proc multiple times you'd have to fire smg > swap weapons > autoloads smg > swap peacekeepers to other legs > swap back to peacekeepers and repeat... Not ideal. At least the autoloading leg mods work decent enough I guess.
