A City Besieged event I would like to see

I really liked Escalation Protocol (when I was finally able to get it done reliably) and I really like the reuse of the Castellum for a public event. This is a dumb idea I had that I think would be a lot of fun. In terms of "difficulty" I'm going to use a range of 1 to 5, 1 is the lowest PL required and 5 the highest. No matter how power works out, even if there are -5 deltas for legend content, it's whatever the relative balance decided by Bungie for all activities. I'd like to see a "city besieged" public event in SOTP's downtown. Alternatively, this could just as easily take place in hive infested Torobotl, but I wanna Spider-man around Botza fighting crime and maybe have this event sometime before actual society collapses. The basics : level 1 At it's basics, it's just an open battle ground "patrol space" where there are hordes of enemies assaulting the streets of Botza. This would be a lot like the "enemies move against each other" world events from D1'S dreadnaught. The vibe I would want would be like when I run around altar of sorrows and participate, but with some public event type things thrown in around the city. One person should be able to have fun with this all alone, but it obviously would be more fun with others. Optional Difficult increase : level 2-4 In addition to this "passive content", I'd like to see world mechanics that let you "challenge a tough enemy" or a boss to lure them into the fight. Like the D1 rocket yards when you could summon the taken bosses or the EP bosses. These enemies would have to be harder, requiring more people and or higher light. There would have to be multiple possible bosses to trigger, each in different zones of the city. y successfully doing something (get the bosses near each other, all summoned at the same time, killed within a few seconds of one another) you should then be able to further increase difficulty (up to level 4) to summon a higher tier boss. This is akin to the level 7 ep Boss but with less of a time constraint. The Big Bad(s): level 5 -Godzilla- a Nightmare of Xivu Arath attacks every two hours for all servers if enough bosses have been killed. Players can load into a world boss server every two hours (on the two hours) from orbit. With enough players, a whole new server can be launched with a Big Bad, or the few players might be able to be loaded into an existing server that has earned a boss. Extras/nice to haves: Lemme call on Rasputin (traveler willing) for a -valkyrie- PDS core, or request some ally cabal from Caiatl or Saladman. Maybe Savvy could send in some lucent hive. -or Maya Sundaresh could send some vex- Clovis could tell us all about how great he is. Lemme influence loot by activating radio towers near a boss to drive then crazy with public talk radio or dunking the heads of my enemies into actual basket ball hoops. Whatever you raid people come up with. But most importantly: make me want to run around with a roaming super while I rush in to save some blueberries. Lemme be the wall to generate orbs for my low light friends while they shoot oracles around the city. Probably a not great idea but it's something: To prevent griefing, the world boss activities wouldn't be able be started, necessarily, unless you had one or two people who had the right power to finish the encounter. If the people who started that fight leave, the boss should leave too (in a mercy rule way, ideally, where if you could decide the remaining players can do it you let it go. But that's difficult to say the least). It would probably be neat if players needed to keep a given boss' focus to prevent it from leaving. This probably isn't a great solution, but it's what I've got and it might help make the rest of the idea more palatable.
