You need to spec into all 3 factors to gain the highest benefit.
High resilience, high stability and 1-2 unflinching mods. I always run 100 res, I run somewhat high stability (without sacrificing too much range) and I ALWAYS have unflinching for each weapon in my loadout.
I don’t find flinch to be a problem at all aside from sniping but snipers honestly shouldn’t be able to shoot through flinch anyway.

As far as inflicting flinch, all weapons are different and archtypes within each group are different (lower rof = higher flinch). High caliber rounds also increase flinch up to like 15% depending on the weapon.
