Resiliance, stability, and unflinching mods provide a multiplicative bonus to flinch reduction. Spec into all 3 and flinch won't be a problem

As I mentioned to someone else, they made stability affect weapoms differently depending on their archetype. Leaving pulses in a high spot, handcannons in a middle one and slugs just flaout useless when speced into. As explained back when they added this.

If you are only relying on stability for your flinch reduction, you're building your character wrong

You should read the answers Ive given others for my tests, 90 resilience, unflinching mods and the stability that was said. Everyone agrees that for some weappns it is almost useless to spec into stability due to their archetype. While a pulse will benefit by 20-30% a Slug does so at around 5-10% for example.
