Not sure why the artifice armor from grasp and sotw rolls so poorly when you can just focus amazing armor at the helm

I just recently focused umbral engrams at the exo frame, all of the armor pieces rolled with 61 pts or lower (with discipline ghost mod). But maybe not doing the seasonal quest chain on that character is affecting the rolls somehow?
