Correction, Raid exotics are supposed to be pinnacle reward. I shouldn't have the same power as a world drop exotic compared to a quest/drop from beating a raid.
Exotics are fine on their own not being overly powerful and even then we still have some.
One of the most slept on exotic atm is vigilance wing and is going to be insane next sandbox update and its a world drop.

Exotics are Exotics, and raid ones aren't any more superior. The only reason they are good is because they are usually are meant for that raid or boss damage, which makes them PvE kings (ever tried them in PvP?). But if you look at something like Tarrabah, then that isn't always true? For a time, Legendary grenade launchers are better for DPS. As it is now, a Legendary sword is the best for DPS. All Exotics are suppose pinnacle rewards. The only thing that could be more rare is a god-roll of a good Legendary or, ironically, when BL comes out, Adept weapons. Exotics are good in some ways, but they have weakness that hold them back. Adept weapons do not have that. When I talk about buffing exotics, I mean that exotics need more freedom like Adept weapons do. Exotics can't change perks, can't equip mods, and some don't even have a catalyst. Not to mention you can only have one.

Sure some raid exotics aren't all superior but look at the ones that are. Anarchy is arguably one of the greatest exotics along with whisper/spindle, ghallorhorn etc, and it doesn't have a catalyst. Terrabah isn't meta because its perk can be lost easily but it is super powerful when active. Deadly in both pvp and pve when using it right. 1000k voices is great all around, mostly in pve and pvp. These exotics are raid exotics and aren't even the best in their own raids but are super good elsewhere. Not every exotic needs to be the best thing but sometimes unique is good. No dragonfly gun even with dragonfly spec and even oxygen sr3 is coming close to the explosive power that is sunshot. Outbreak rapidly buffs itself and is inane when paired with others. Badjuju gives you super energy, instant reload, orbs of light, and damage buff. Wardcliff is still busted Malfeasance is slept on in gambit and it getting a buff in range and ammo Not saying exotics shouldn't get a buff (looking at trace rifles really) but not every exotic needs to be used in every activity they can be useful to serve one purpose. We are kinda saturated with all the exotics we have, but it doesn't mean they are bad just underused in comparison to some others.

And I'm not arguing that exotics need to be god-like weapons, but there have many unnecessary weakness that the Adepts will not. Again, you can't have weapon mods on them, change perks, and some don't have a catalyst, which is why many exotics are over looked and replace by things like spike grenade launchers, Falling Guillotine, etc., even if those situations is when that exotic should excel. That's my problem with exotics. They are good, but are held back for no reason, while Legendaries take there place in the most effective strategies. The same thing will happen in PvP, but far worse than before.
