Suddenly started getting this issue myself, a few days ago. I reinstalled the game after not playing for 6 months or so. Played for about a week, buttery smooth. Then I started encountering a crashing problem, the Windows event code 00000005 or some such. So that was solved after I disabled XMP from bios, apparently Destiny or maybe a new Win update has just broken something about XMP. (I also updated video drivers to newest.)
But after that, or maybe just about the same time, I'm getting these micro stutters. FPS stays high, 120+ or locked to 60 if I lock it. But the stuttering is still nasty, losing PvP fights etc. I think there was a Windows Update and/or a game update that might have messed things up. My GPU is weak but it already ran the game perfectly for about a week, so IDK.
I'm currently doing a full reinstall of the game, and after that I'm gonna try the Offline Steam trick. Will report back.

Nothing OC'd while trying to determine the problems. Stock clock seems to be enough for D2 on low settings. And I'll take low settings if it means good performance in the most taxing gameplay, like big raid fights and stuff.

So, reinstall and putting Steam to offline didn't seem to do anything. However a GPU driver rollback did seem to help a bunch. It's still not perfect, not as good as it was. But I think it's pretty playable, maybe I'll need to restart the game every now and then if it's a memory leak type thing. I sure hope issues like this get fixed, though I'm not sure whose fault it exactly is. Could be Microsoft, Asus, AMD, Nvidia or Bungie and I have no idea :D
