The only question I have about this change is, is what exactly does changing hardlights damage falloff floor even do if it has very minimal damage fall off due to its perk?
I'm wondering if they forgot to say like "removed no damage fall off from hardlight," because otherwise this part of the patch doesnt really make sense to me.
Maybe I'm understanding it wrong?
Also, new ricochet damage for pvp is going to be 21.26 per shot which will kill 5 resilience and below guardians in 9 shots which is a 0.80 ttk if you manage to land all shots.

That's not minimal. It has the same range as Monte Carlo now.
