Rasputin Key Fragments not dropping
I'm trying to do the New Light Quest on opening the chest at the end of Wave 7 of Escalation Protocol, problem is that I have not gotten a single drop of Key Fragments needed to get an encrypted key from Ana Bray.
What exactly do I need to do/finish before the keys starts to drop? What activities still awards them?

The keys were retired and no longer needed to open the chest at the end of wave 7.
