A few issues you'll run into. The first issue is that you chose your Steam account as your active Cross-Save data, which means it has your characters and stuff on it that you're currently using. The reason that's an issue is because Bungie will not transfer save data from one account to another, so if you lost access to your Steam account, you will also have lost access to your characters there. The second issue is that you must be able to authenticate to all accounts in order to be able to disable Cross-Save. Along with that, you cannot unlink an account while Cross-Save is active. Because of this, your current accounts are all locked into the Cross-Save, so you'd have to request Cross-Save be disabled on the contact form for Cross-Save issues; you cannot do so yourself if you cannot authenticate to the accounts. I would suggest contacting Valve instead of just trying to go through the Forgotten Password link, as if your account was taken, they most likely changed the associated email.
