Anyone else have fps drop issues everywhere in the game?????

So ive been playing destiny since October 2018. While becoming so obsessed with the game I slowly began upgrading my PC to get better performance. The frame rate increases were minor which I expected, I had an old i7 960 processor holding my rig back after all. Fast forward to this month and I drop $2k on building a new PC with an i7 8700k and 2080 rtx. Every other game on my PC runs well over 100 fps ( upwards of 144 on most) except destiny..... I got maybe a 10 fps bump in certain areas.I'm not even getting a solid 70 fps at 1080p. Usually sits around 60 fps. Some activities and strikes will get up to about 90 fps. Is there something wrong with my game or is this just how D2 runs for everyone? Ive gone through the video settings both on my graphics card and in game and changing settings doesn't really improve performance. I was expecting the results to be far more drastic like the rest of the games on my PC... Any ideas on what I should do?
